The Action Plan addresses these issues by analyzing the technical characteristics of diverse computing resources (including general-purpose compute, AI-specific accelerators, and HPC resources) and proposing a comprehensive hardware-software co-optimization framework: from hardware-layer compute resource pooling and management, through software-layer scheduling algorithm optimization, to application-layer integration solutions, creating an end-to-end performance enhancement approach. This enables enterprises to overcome compute bottlenecks, improve AI model training and inference efficiency, while reducing technical development barriers and overall costs, ensuring compute resources achieve true "on-demand allocation and efficient coordination".
